Coal combustion residuals (CCR) programs regulate the disposal of byproducts from coal-fired power plants. Approval of such programs by the Environmental Protection Agency allows states to manage CCR disposal according to federal standards while tailoring oversight to local conditions. North Dakota joins three other states with similar approval status as of late 2025.
